A digital authorization does not grant physical permission. Neither decision automatically survives an interruption. Each applicable boundary addresses its own consequence and current authority.

An accountable decision should be connected to the relevant request, the scope that was permitted and the observed outcome. Clear evidence supports review of what was authorized and what actually happened.

Govern the consequence, not just the intention.
